Dorothy Who? is a medium blue jelly base with blue and silver glitter from the 2009 The Wizard of Ooh Ahz collection which was a rerelease of the original collection that was released in 2001. China Glaze planned the rerelease to coincide with the 70th anniversary of the Wizard of Oz movie.
It's sooo gorgeous and I just love it! Definitely one of my favorite glitters at the moment and I don't understand why I haven't used this more than I have, because it's just fabulous! *swoon*
The formula was great and it was easy to apply with no problems. Because it's a jelly base it took 3 layers to get totally opaque, but that's okay since it was fairly quick to dry.
I applied 1 layer of top coat for the photos.
Look how pretty and sparkly it is! So beautiful!
